In this case, the Excise Department had conducted a public hearing between 5 January 2024 to 19 January 2024 to ensure an inclusive approach from the relevant parties and stakeholders to these announcements.
- The draft announcement prescribing the provisions on alcoholic beverages label:
This draft announcement is the main announcement of the five-announcement drafted prescribing the requirements of the label on alcoholic beverages in relation to the amount of the alcohol in such beverages.

Clause 2 and Clause 3 of the draft announcement delineate the core requirements that individuals must adhere to when applying for a license as alcohol sales representatives. The following elucidates the key requirements outlined in these clauses:
- Clause 2: License Types and Commencement:
The second clause of the draft announcement stipulates that the provisions therein shall come into force from the day following the issuance of the announcement. - The draft announcement on sole distributors of alcoholic beverages for the alcoholic beverages type 1:
This draft announcement outlines that applicants seeking a license for alcohol sales representation must substantiate their exclusive representation as a sole distributor through conclusive evidence, as prescribed by the Excise Department. This evidence, in the form of a letter adhering to a specified format, ensures both the legitimacy of the representation and the establishment of a standardized and verifiable documentation process. While the draft announcement broadly applies the license to all types of alcohol, it notably excludes wine and sparkling wine derived from grapes. This exclusion is designed to promote competition in the Thai wine market and reduce monopoly among Thai wine importers.
- The draft announcement on permits for the importation of alcoholic beverages type 5:
The conditions for the utilization of the permit for importing alcoholic beverages type 5 into the kingdom are permit in order to export them, permit for the use of raw materials or components in other industry which are not related to alcoholic beverages, for the use of sampling products or not for the use for trade, consumption in the amount of 200 litres per import, and Sam Thap Liquor for the use in the biological ethylene industry.

This draft announcement stipulates and updates forms in accordance with the Excise Department Act B.E.2560 (2017) to be used by alcoholic beverages importers.
- The draft announcement stipulating the standard of alcoholic beverages to be imported into the kingdom.
